There are competing needs for water resources throughout the nation. A legal practitioner must help clients navigate a complex framework of water resource and water quality regulation. Partnerships, formal and informal, between public and private entities are becoming more common to address water resource, water quality and future water need considerations. This topic will consider the legal framework for mitigation programs developed to plan for future water needs, and discuss examples of mitigation programs throughout the nation and suggest approaches for finding thoughtful and effective solutions.
